I dont understnad what this rebels scrumhalf is doing when they have a scrum

If the rebels are going to let the 8th man pass every time from a scrum, then why dont they let the scrumhalf bind at the back, let the 8th man throw it in… would make much more sense, now they have a small guy blocking and mediocre 8th man passes.
