Mihai Macovei
Romanian captain Mihai Macovei will miss his country’s pivotal final Pool D match with Italy on Sunday after being suspended for a fortnight for a dangerous tackle.
The 28-year-old loose forward was hailed as a hero earlier in the week for his 2 tries in Romania’s superb comeback from 0 / 15 down to beat Canada 17 / 15 and set his team up for Sunday’s match where the winner will seal 3rd place and automatic qualification for the 2019 World Cup.
However, he fell foul of the citing commissioner and has now been found guilty of a dangerous tackle during the Canada match.
“Mihai Macovei has been suspended for 2 weeks for a dangerous tackle contrary to Law 10(4)(e),” read the statement from the disciplinary commission.
Alesana Tuilagi
Samoa wing Alesana Tuilagi has been suspended for 5 weeks for striking a player with his knee in their game against Japan.
It means he will not be available for Samoa’s final pool fixture against Scotland on Saturday and will not be available to turn out for his Newcastle Falcons club side before 10 November.
Tuilagi was cited for kneeing Harumichi Tatekawa in the 2nd minute of the match, won last weekend by Japan by 26 / 5.
He denied foul play. But after reviewing all camera angles the citing was upheld by judicial officer Antony Davies.
Israel Folau in the air, against England
Australian Wallabies star Israel Folau is battling to be fit for their final Pool A clash – the table-topping decider with Wales.
Assistant coach Stephen Larkham delivered the bad news to the media.
Folau, lynchpin of the Wallabies formidable backline, did not train on Monday, but got a run out on Tuesday.
The 25-year-old is still feeling the effects of the knock to the ankle that forced him to quit the action in the devastating 33 / 13 defeat they inflicted on hosts England last Saturday.
While he is still in the game to play the Welsh, little hope is given to wing Rob Horne, who left the England match in the 10th minute because of a shoulder injury.
Manasa Saulo
World Cup chiefs have banned Fiji prop Manasa Saulo for 10 weeks for stamping on the head of Wales’ player Luke Charteris.
The ban is the toughest handed out yet for an offence at the Rugby World Cup. Saulo jumped on Wales replacement Charteris during Fiji’s 23 / 13 defeat in Cardiff on Thursday.
Rugby World Cup said the offence was considered at the “top end” of the danger scale and that judicial officer Adam Casselden of Australia had considered a 4 month ban.
“However, taking into account mitigating factors including his early admission, disciplinary record, good character and remorse and the absence of any off-field aggravating factors, the player was suspended for a period of 10 weeks,” said a statement.
Mariano Galarza
Rugby World Cup disciplinary chiefs on Wednesday banned Argentina’s Mariano Galarza for 9 weeks, excluding him from the rest of the tournament, after an incident with New Zealand’s Brodie Retallick.
Galarza was found guilty of making “contact with the eye or eye area” of Retallick during the Pumas 26 / 16 defeat by the world champion All Blacks at Wembley on Sunday.
The giant Argentine, 28, denied the charge. He did not get the maximum sentence because of his good disciplinary record up to now.
Hansie Graaff
Eastern Province Kings fullback Hansie Graaff was suspended for 1 match, after being found guilty of striking an opponent in their Currie Cup Premier Division clash against the Xerox Golden Lions in Johannesburg last Saturday.
As a result of the sanction he will miss the EP King’s next match against the Toyota Free State Cheetahs in Port Elizabeth on Friday evening.
South Africa’s Mahlatse ‘Chiliboy’ Ralepelle has been handed a 2-year ban for a doping offence, World Rugby, the sport’s global governing body, said on Sunday.
He will be free to play again on 10 April 2016, with his ban starting from the time of his provisional suspension last year.
Ralepelle, who won the last of his 22 Springbok caps in 2013, initially challenged his provisional suspension but gave up his right to appeal on Thursday.
When the 28-year-old hooker underwent an out-of-competition doping control on 19 March 2014, while recovering from surgery following a knee injury sustained playing for Toulouse against French rivals Biarritz in France in February of that year, the analysis of the sample returned a positive test for a metabolite of a banned anabolic steroid, drostanolone.
Henry Speight
A SANZAR Appeals Committee, chaired by Nigel Hampton QC (New Zealand) and comprising Lex Mpati (South Africa) and Terry Willis (Australia) unanimously dismissed an appeal brought by the Brumbies against the decision that found Henry Speight had contravened Law 10.4 (j) – Lifting Tackle.
The Committee dismissed the appeal on the basis that the appellant was unable to show that the Judicial Officer’s central factual findings, that the tackle involved both a lifting and driving, were in error.
The Committee also unanimously dismissed the appeal brought against the 5-week (4-match) suspension imposed on Speight, finding that the Judicial Officer had not erred in principle and that the sanction imposed was not manifestly excessive.
As such, the player remains suspended from all forms of the game for 5 weeks up to and including Saturday 25 July 2015.
Henry Speight
The Brumbies will appeal Wallabies wing Henry Speight’s 5-week suspension after the Aussie side felt the player was treated harshly compared to other lifting tackles this season.
Speight was found guilty of contravening Law 10.4 (j): Lifting Tackle, on Wednesday and will be out of action up until 25 July, which translates into 4 matches.
His tackle on DHL Stormers’ centre Juan de Jongh in the 74th minute of the qualifier last Saturday, resulted in the Springbok landing on his head.
Speight will be out for the remainder of the Super Rugby season and will also miss the Wallabies 1st 2 Tests of The Rugby Championship against South Africa and Argentina.
The Brumbies will appeal the suspension on 2 grounds – the severity of the punishment and the incident’s classification as a lifting tackle.
Henry Speight
A SANZAR Judicial Hearing has found Henry Speight of the Brumbies guilty of contravening Law 10.4 (j) Lifting Tackle, after he received a red card during a Super Rugby match at the weekend. Speight has been suspended for five weeks up to and including Saturday 25 July 2015, which translates into four matches.
The incident occurred in the 74th minute of the match between the Stormers and Brumbies at DHL Newlands in Cape Town on 20 June 2015.
The SANZAR Judicial Hearing was heard by Robert Stelzner SC via video conference at 4:00pm AEST, 6:00pm NZST, 8:00am SAST on 23 June 2015. Mike Mika was the former professional player who attended as a Judicial Technical Adviser. The outcome was delayed as Stelzner requested information of the player’s forthcoming playing schedule in order to determine the sanction.
In his finding, Stelzner ruled the following:
“As the Judicial Officer, I considered all the evidence before me including the video footage of the incident, referee and TMO reports for issuing the red card and the submissions made for the player by his legal representative, Peter McGrath.
A young Canterbury club player has been banned from all rugby for 2 years for possessing a human growth hormone.
Finn Hart-Strawbridge pleaded guilty to possessing the drug, GHRP-6, in a case heard by New Zealand Rugby’s Judicial Committee. .
The peptide stimulates the production of human growth hormone and has been found in nutritional supplements.
A 5mg vial of the peptide that the Canterbury Under 19 had in his possession was seized by NZ Customs in October last year.
The substance is prohibited in and out of competition under World Rugby and New Zealand Rugby Anti-Doping Regulations. Hart-Strawbridge said he had ordered the peptide online as a “joke” after reading a series of articles in the New Zealand Herald last year about a reporter who experimented with the drug.
He told the committee he didn’t realise that importing the substance breached the regulations and quickly realised he had made a mistake after attending a DFSNZ education seminar.
Laurie Weeks
Melbourne Rebels prop Laurie Weeks has been suspended for 3 weeks after he was found guilty for punching Cell C Sharks prop Jannie du Plessis in their Round 16 encounter.
The sanction means that Weeks will play no further part in this year’s competion as his team only has 2 games left.
Weeks was found guilty under Law 10.4 (a): Punching or striking, after he was sent off during a Super Rugby match at the weekend.
The incident occurred in the 29th minute of the match with footage showing Weekes throwing a flurry of punches to Du Plessis’ head.
Weeks has been suspended from all forms of the game for 3 weeks up to and including 20 June 2015.
Robbie Coetzee
Emirates Lions’ hooker Robbie Coetzee has been suspended for 3 matches after he was found guilty for performing a dangerous spear tackle on Cheetahs replacement wing Rayno Benjamin.
The ruling means the burly forward will play no further part in this year’s campaign if his side fails to make this year’s playoffs as they only have 2 games remaining.
Coetzee has been found guilty under Law 10.4 (j): Lifting a player from the ground and dropping or driving that player into the ground whilst that player’s feet are still off the ground such that the player’s head and / or upper body come into contact with the ground is dangerous play.
Elapsed time in match when incident occurred: 49th minute.
“I considered all the evidence before me including the video footage, Citing Commissioner’s report, medical information for the Cheetahs’ player, Rayno Benjamin, who was involved in the incident and the submissions made for the player by his legal representative, Frikkie Erasmus and Lions Defence Coach, JP Ferreira,” Judicial Officer Robert Stelzner said.
“After taking further facts into consideration, such as the player’s unsuccessful attempt to hold on to his opponent in the tackle, I found the incident to have a lower end entry point. A 4 week suspension is indicated for such offending.
“The need for a deterrent in the circumstances of this incident is in my view served by imposing a further week’s suspension.”
Will Skelton
Tolu Latu
The Waratahs have formally appealed against the bans slapped on 2 of their players and the new hearing will take place on Thursday.
The judicial hearing held on Monday 25 May found Will Skelton and Silatolu (Tolu) Latu guilty of contravening Law 10.4 (j): Lifting a player from the ground and dropping or driving that player into the ground whilst that player’s feet are still off the ground such that the player’s head and / or upper body come into contact with the ground is dangerous play.
Skelton was given 2 weeks and Latu handed 4, for spear tackling Crusaders’ lock Sam Whitelock.

2 Waratahs players were cited and suspended after the niggly Waratahs display on the weekend in their match against the Crusaders. Will Skelton was suspended for 2 weeks and Tolu Latu for 4 weeks.
It appears that the Waratahs will appeal the findings of both Hearings.

The incident occurred in the 17th minute of the Super Rugby match between the Waratahs and Crusaders at ANZ Stadium in Sydney on 23 May 2015.
The SANZAR Judicial Hearing was held by Robert Stelzner SC via video conference at 15:30 AEST (17:30 NZ Time, 07:30 SA Time) on 25 May 2015. Mike Mika was the former professional player who attended as a Judicial Technical Adviser.
Reggie Goodes
The SANZAR Duty Judicial Officer Robert Stelzner SC has accepted a guilty plea from Reggie Goodes of the Hurricanes for contravening 10.4 (h) Dangerous Charging, after he was cited following a Super Rugby match at the weekend.
Goodes has been suspended from all forms of the game for 1 week up to and including Saturday 23 May 2015.
The incident occurred in the 36th minute of the Super Rugby match between the Hurricanes and Chiefs at Westpac Stadium in Wellington on 16 May 2015.

Meakes suspended for 2 weeks:
The Gloucester centre, Bill Meakes, has been suspended for 2 weeks following an independent Disciplinary Hearing in Dublin yesterday (Thursday 7 May) arising from the European Challenge Cup final against Edinburgh at the Twickenham Stoop on Friday 1 May 2015.
Meakes was sent off by referee, Jérôme Garcès (France), in the 64th minute of the match for an alleged dangerous tackle on the Edinburgh centre, Sam Beard (No 13), in contravention of Law 10.4(e).
Ian Prior
The SANZAR Duty Judicial Officer Nigel Hampton QC has accepted a guilty plea from Ian Prior of the Force for contravening Law 10.4 (j) Lifting Tackle, after he was sent off following a Super Rugby match at the weekend.
Prior has been suspended from all forms of the game for 3 weeks up to and including Sunday 17 May 2015.
The incident occurred in the 28th minute of the match between the Chiefs and Force at Waikato Stadium in Hamilton on 24 April 2015.

The SANZAR Duty Judicial Officer Nicholas Davidson QC has accepted a guilty plea from Jean Deysel of the Sharks for contravening Law 10.4 (a) Punching or striking, after he was sent off following a Super Rugby match at the weekend.
Deysel has been suspended from all forms of the game for 7 weeks up to and including Saturday 23 May 2015.
The incident occurred in the 42nd minute of the match between the Sharks and Crusaders played at Growthpoint Kings Park in Durban on 4 April 2015.

James Horwill
The SANZAR Duty Judicial Officer Nicholas Davidson QC has accepted a guilty plea from James Horwill of the Reds for contravening Law 10.4 (a) Punching or striking, after he was sent off in a Super Rugby match at the weekend.
Horwill has been suspended from all forms of the game for one week up to and including 11 April 2015.
The incident occurred in the 21st minute of the match between the Rebels and Reds at AAMI Park in Melbourne on 3 April 2015.

Francois Steyn
SANZAR, the controlling body for Southern Hemisphere rugby, moved swiftly to defuse the storm that erupted in the wake of Springbok Francois Steyn’s 5-week ban.
A SANZAR appeals committee – chaired by Terry Willis (Australia), who was assisted by Nigel Hampton (New Zealand) and Robert Stelzner (South Africa) – slapped the ban on the Sharks utility back after a hearing earlier this week.
Steyn, who was Red-Carded for his lifting tackle on Aaron Cruden in the Sharks’ 12 / 11 win over the Chiefs on 21 March, was cleared by South African judicial officer Jannie Lubbe at the original hearing on 23 Match. He also expunged Steyn’s Red Card.
However, SANZAR felt strongly about the message sent out by the result of the original hearing and appealed.
That hearing, which took place on Tuesday this week, found Steyn guilty and suspended him up to, and including 3 May.
In reaction to the fall-out to their appeal and subsequent ban of Steyn, SANZAR said they felt Lubbe made a ‘clear error of fact and law’.
Francois Steyn
The SANZAR Appeal against the Ruling of the Judicial Officer in the Francois Steyn case, was heard on Tuesday and the Appeals Committee, chaired by Terry Willis (Australia) and comprising Nigel Hampton QC (New Zealand) and Robert Stelzner SC (South Africa), has ruled in favour of SANZAR, setting aside the verdict of the judicial hearing which cleared Francois Steyn of a lifting tackle and which expunged the Red Card.
The Appeals Committee unanimously upheld the appeal brought by SANZAR and found that Steyn breached Law 10.4 (j) and that the referee was correct to Red Card the player during the match between the Cell C Sharks and the Chiefs played at Growthpoint Kings Park in Durban on Saturday 21 March 2015.
The Committee determined that the relevant sanction was 4 matches. After taking into consideration the Sharks’ bye in Round 11, Steyn was suspended from all forms of the game up to and including 3 May 2015.
Bismarck du Plessis
The Cell C Sharks issued a Media Release today, regarding Bismarck du Plessis 4 week suspension for kicking an opponent in the face on Saturday, in the ill-tempered game between the Cell C Sharks and the Chiefs, in Durban.
It reads as follows:
Bismarck du Plessis today appeared in a SANZAR judicial hearing, following him being issued with a red card for foul play in the 18th minute of yesterday’s Vodacom Super Rugby match against the Chiefs at Growthpoint KINGS PARK.
Upon pleading guilty to the charge, SANZAR Duty Judicial Officer Adam Casselden, handed du Plessis a four-week suspension.
In acceptance of the punishment handed to him by SANZAR, Bismarck du Plessis said: “I want to unreservedly apologise for my behaviour both as captain and a senior player. My actions were unacceptable and I fully accept the punishment handed down to me by SANZAR.
“I will use these four-weeks off the field to reflect on my actions as both a leader and role-model in the game. I am painfully aware that people have lost faith in my character and the values I claim to stand for. I intend to rectify that through actions going forward and not merely words.”
The SANZAR Duty Judicial Officer Adam Casselden has accepted a guilty plea from Bismarck du Plessis of the Sharks for contravening Law 10.4 (c) A player must not kick an opponent, after he was sent off following a Super Rugby match at the weekend.
Du Plessis has been suspended from all forms of the game for 4 weeks up to and including 18 April 2015.
The incident occurred in the 18th minute of the match between the Sharks and Chiefs played at Kings Park in Durban.

James Broadhurst
The SANZAR Duty Judicial Officer Robert Stelzner SC has accepted a guilty plea from James Broadhurst of the Hurricanes for contravening Law 10.4 (a) Punching or striking, after he was cited following a Super Rugby match at the weekend.
Broadhurst has been suspended from all forms of the game for 1 week up to and including 20 March 2015.
The incident occurred in the 61st minute of the match between the Hurricanes and Blues played at FMG Stadium in Palmerston North on 13 March 2015.
Liam Gill
The SANZAR Duty Judicial Officer Robert Stelzner SC has accepted a guilty plea from Liam Gill of the Reds for contravening Law 10.4 (j) Lifting Tackle, after he was cited following a Super Rugby match at the weekend.
Gill has been suspended from all forms of the game for 2 weeks up to and including 28 March 2015.
Karmichael Hunt
Karmichael Hunt today pleaded guilty at Southport Magistrates Court to four counts of possession of a prohibited drug. He was fined $ 2 500.00 and no conviction was recorded.
As a result, the Australian Rugby Union (ARU) and Queensland Rugby Union (QRU) today suspended Karmichael Hunt for six weeks and fined him $ 30 000.00.
Karmichael has accepted these penalties despite being contracted to another code during the time in question.
As such, the ARU, QRU and the Rugby Union Players’ Association (RUPA) have determined that in accordance with the ARU’s Illicit Drugs Policy, he will also undergo a drug treatment and rehabilitation program and will be placed on a monitored and targeted drug testing program.
Owen Franks
The SANZAR Duty Judicial Officer Robert Stelzner SC has accepted a guilty plea from Owen Franks of the Crusaders for contravening Law 10.4 (a) Punching or striking, after he was cited following a Super Rugby match at the weekend.
Franks has been suspended from all forms of the game for 2 weeks up to and including 8 March 2015.
The incident occurred in the 10th minute of the match between the Highlanders and Crusaders played at Forsyth Barr Stadium in Dunedin on 21 February 2015.

Kane Hames
The SANZAR Duty Judicial Officer Robert Stelzner SC has accepted a guilty plea from Kane Hames of the Highlanders for contravening Law 10.4 (a) Punching or striking, after he was cited following a Super Rugby match at the weekend.
Hames has been suspended from all forms of the game for 5 weeks up to and including 28 March 2015.
The incident occurred in the 74th minute of the match between the Highlanders and Crusaders played at Forsyth Barr Stadium in Dunedin on 21 February 2015.
Hayden Triggs Red Carded for punching Duane Vermeulen
The SANZAR Duty Judicial Officer Robert Stelzner SC has accepted a guilty plea from Hayden Triggs of the Blues for contravening Law 10.4 (a) Punching or striking, after he was sent off during a Super Rugby match at the weekend.
Triggs has been suspended from all forms of the game for 1 week up to and including 28 February 2015.
The incident occurred in the 24th minute of the match between the Stormers and Blues played at DHL Newlands in Cape Town on 21 February 2015.
Finn Russell
Finn Russell, the Scotland outside half, appeared today before an independent Six Nations Disciplinary Committee at Heathrow, having been cited under Law 10.4 (e) and (i) for an alleged dangerous tackle of an opponent in the air in the 31st minute of the RBS 6 Nations match between Scotland and Wales on Sunday 15 February 2015.
The Disciplinary Committee, chaired by Mike Hamlin (England) along with Jean-Philippe Lachaume (France) and Pat Barriscale (Ireland), having heard from the player and his representative and viewed various TV angles of the incident, determined that Finn Russell had committed an act of foul play which merited a Red Card rather than the on-field Yellow Card given by the Match Officials.
Nic Stirzaker
The Duty Judicial Officer has accepted an acknowledgement of breach by Nic Stirzaker of the Rebels under Law 10.4 (b) Stamping or trampling. A player must not stamp or trample an opponent.
Stirzaker was cited after a Super Rugby match between the Crusaders and the Rebels at AMI Stadium, Christchurch on Friday 13 February 2015.
The player has been suspended from all forms of the game for one week up to and including Sunday 22 February 2015.
The Duty Judicial Officer, Nicholas Davidson QC, assessed the case and recorded:
“I took into account that the player admitted stamping which was accepted as reckless to the point of contact.
Morné Steyn & Mosese Ratuvou
South African international flyhalf Morné Steyn is free to play for his French club, Stade Francais, in their European Challenge Cup game.
Steyn was handed a 1-match ban on Wednesday, by the National Rugby League – the body controlling the French leagues.
The 30-year-old Steyn, who had asked for his disciplinary hearing to be moved forward from next week to Wednesday, had already missed the Top 14 clash with Castres this past weekend – an encounter that Stade won 49-13 at home.
Jarrad Hoeata
Cardiff Blues lock Jarrad Hoeata will miss the remainder of his club’s European commitments, after he was banned for six weeks for his high tackle on Rob Kearney last weekend.
The All Black lock was sent off for the tackle on Kearney, as he caught the fullback round the neck.
A disciplinary committee – chaired by Achille Reali (Italy), along with Rhian Williams (Wales) and Barry O’Driscoll (Ireland) – viewed footage of the incident and listened to representations made by and on behalf of the player.
They found that the incident was at the mid-range of the World Rugby sanctions for this type of offence, carrying a six-week sanction.
Campese Ma’afu
Fiji prop Campese Ma’afu was suspended for a week for being sent off for two yellow-card offenses in the 17-13 loss to Wales at Cardiff last weekend.
Ma’afu appeared before an independent Six Nations disciplinary hearing on Tuesday.
